Since there is no zh-cn version of Manage API Consumers and Add multiple API versions pages, you can modify the links there and redirect to the en-us pages.

@kayx23 As mentioned by @yzeng25 here, the tutorial is only present in the English version and is not there in the Chinese version of the documentation. If linking the English version of the tutorial in the Chinese page makes sense I've opened #11669 to make this change. The PR updates the link by pointing it to the tutorial page directly so that it works in both English and Chinese versions. Please let me know what you think!
