Relacing RangeTblEntry with ParseNamespaceItem

During performing comparison between PG13 and PG11 it was noticed that PG11 uses RangeTblEntry that is dapriciated now in PG13 and have been replaced with ParseNamespaceItem.

which is causing compliance issue between both versions. Therefore, it is recommended to perform a test on PG11 by replace RangeTblEntry with ParseNamespaceItem. This replace can bring AGE for PG11, PG12 and PG13 closer and will create synchronization for future development and updates for each version.

This will furterhmore, make future release more easy.
