Support for Google Consent Mode v2 (GCM v2)

Is your feature request related to a problem? Please describe.
Currently plugin does not support new signals introduced to GTM, like ad_user_data or ad_personalization, which as of march 2024 are required to collect data properly.

Describe the solution you'd like
Extending gatsby-gdpr-google-tagmanager cookie API to provide flags representing google signals and listening to possible changes.
