Collecting Ideas for Higher-level functionality

Currently, this project assumes a "library" use-case, meaning developers might take bits and pieces of xrpl4j and augment them for their own purposes. However, there are many use-cases where external developers prefer a more SDK-like system. Colloquially some of this functionality has been reffered to as "sugar", and this discussion is meant to capture some of these ideas.

1. Enhance the fee calculation logic. E.g., in xrpl.js a user can specify a "max payment amount" and the library will compute a fee based upon the sever's current median fee (see here), which is really useful.
