One validation criterion is not enough to deprecate an ID, see https://www.wikidata.org/wiki/Wikidata:Requests_for_permissions/Bot/Soweego_bot_4
For instance, https://www.wikidata.org/wiki/Q182556 doesn't share any biographical data with https://musicbrainz.org/artist/e8a904ae-198c-45aa-aa87-85de48514b0e, but indeed shares some links.

An ID should be deprecated only if both criteria 2 and 3 result in zero data shared.
