Add custom banner patch for Forecast and News Channel

I gave information to @noahpistilli on a custom banner on the Forecast Channel which has the logo for AccuWeather and changes the text accordingly, and one for the News Channel which changes the text that mentions WiiConnect24. I made it say RiiConnect24 but if WiiLink is the new name it could easily be edited to write that instead. This is not something I accomplished prior to my retirement because I didn't know that you could use CustomizeMii with an option on it to enable risky WAD editing. Many people had asked me before if it would be possible to change the text, but ideally for the Forecast Channel the text could be edited in the app to mention AccuWeather.
