Brainstorm and Create a way to Automate SEC Comment Tool updates

Currently, the SEC Comment tool is out of date and is not listed in site navigation. The backend uses a custom code set which reads from a google doc containing key submission information such as rule/proposal ID, email recipient, subject line, and links out to the SEC pages for open comment windows.

If we can develop a way to automatically grab this data and organize it from the SEC directly, then the tool would be much easier to maintain and would be more helpful to maintain active participation from retail investors visiting the site.

Also, transitioning code from running within Wix natively to code that could be hosted and reviewed within a repo on this GitHub would be an important associated task.
