Continued Refinement / Launch of DRS Guide Builder

One of the ideas for WhyDRS from inception was to have a 'guide builder' which would provide DRS guides and info (similar to the GME/Computershare guides on DRSGME) for any public security, using base templates and logic to build them as needed out of sections and parts. This is a process which has been started on the backend and needs to be migrated to GitHub for more review and development so that we can push it forwards. @BibicJr @apes-on-parade

I still need to finish working through the brokers that can DRS as there's a lot more variance. But hopefully will have it over by Christmas.
