Japanese only forum

I would either add Japanese only forum 'board'. Or translate the forum titles and descriptions, so people don't think it's eng only. Both could also be done. Because now it kinda looks like this - some parts translated some not (ignore the mock up forum boards).

Another thing is that for recent posts on the homepage - only en posts and posts in the same language user uses are shown (https://github.com/WandererXII/lishogi/blob/master/modules/forum/src/main/Recent.scala#L38), makes sense for very active forums, but probably not for lishogi. So I'm not sure if we should keep this, remove this, or maybe extend it to en, jp and user language.

I recommend using DeepL to translate forum titles, descriptions, and topics between EN/JP. I do not recommend dividing forums by language, at least not yet.
