On Archlinux with an install from https://aur.archlinux.org/packages/ultrastar-manager which should build the latest version on git the first time path setup seems broken.
Looking at the source code it seems like you need to provide the path to the folder with the config.ini file which would be ~/.ultrastardx on Archlinux (although I believe ~ needs to be manually resolved to the full absolute path to the user's directory) but then it goes ahead and searches for a USdx.exe which is not how the executable on Linux works.
The readme says it should work on Linux but looking at the source code it doesn't seem like it ever would.

While the initial dialog didn't allow me to manually provide the song path, closing the dialog to have the application start without paths set up and then going to Options > Paths allows manually setting the song paths which then at least seems to work.
