Tetra - check that Patterns aren't flipped when matching PC pattern to ours #116

What if two catRadii are almost the same, and then centroiding error causes the smaller one to become a little larger, so their sort order flips? Then the stars will be identified incorrectly even though there was a true pattern match. Maybe doesn't need to be fixed for this PR but it is an unnecessary source of error that can be mostly resolved.
