New Branch dev for further development

Hi guys:

Thanks to your effort, our RecStudio is in a pretty stable state now. So I wonder whether we should create a new branch named dev and push further changes to the development branch. As for the main branch, we aim to sync it to the dev branch per month. And before it, there are several steps to be done:

• update the environment requirements
• update pip configuration and update the pip version
• config conda pkg setting and submit to conda
• release our pkg in GitHub
• add actions for auto-update (in pip or conda)
