Make text notifications optional

Create a section in the Profile.vue to create a selection that allows volunteers to choose their preferred method of be contacted
Email, text message or none
"I think it's partially implemented. The front end is there in Ila's profile fix branch (i.e. on profile page a volunteer can choose their preferred notification settings), but the backend was not fully implemented. E.g. I'm not sure if their selection is being saved to DB, and I'm sure that we;'re not using that selection when we send notifications out to volunteers. Right now we always send a text notification, we never send an email notification, regardless of what they've selected on the profile.
