FIndy version of BC gov ledger status monitor.
Teemu/Nixu has created instructions & have running node monitor.
Need to fix how unresponsive nodes are handled

I will put the monitoring node setup instructions to the place where we will start collecting the developer documentation.

Should we consider forking the code and making the fix?
