ban silently vs. ban with dm

currently we rely on an external bot for our "ban with dm" operation. however, since they're differentiated only by the beginning character, which can be hard to remember which is which, i think this calls for having two separate commands, both on ereshkigal, that clearly state whether they dm the banee or not
