Add option to show scrollbar of the dialog options scrolling frame

The dialog options are displayed in a scrolling frame that has its scrollbar hidden (or maybe it's not there at all, can't remember) to make it look nicer. The issue is that some people use devices without a scroll wheel and need a scrollbar to drag to navigate the scrolling frame.
We want to add an option that when enabled would show a scrollbar next to the scrolling frame.
