The issue was discovered with the GDAL TileDB driver when running GDAL autotest suite on Windows, against the TileDB 2.4.2 build of Conda (a workaround was pushed in OSGeo/gdal@1af86d8#diff-f34614f416d01ca2899e576cc04a7333303e06f6933b888098250487f275eceeR167)
It seems part of the TileDB API wrongly interprets paths like "tmp/foo" as absolute paths "\tmp\foo"
