Fix poor column names in NEECom version

Related to the request mentioned in #18, we updated the titles of text boxes from

1. Low
2. High

to

1. Mire
2. Low

We did not change any of the column names in the database or shiny input names, so counterintuitively the column comments_lo refers to the MIRE reasoning, and the column comments_hi refers to the reasoning for surprisingly low. 🤦🏻

I don't think we can safely fix this whilst the tool is live, but after the exercise is complete, we should tidy up for future editions
