NPM Caching errors on NPM install

Greetings, I was not able to run npm install because of a caching error that I'm getting.

ERR! fatal: clone of 'git://github.com/json-schema/JSON-Schema-Test-Suite.git' into submodule path './TerriaMap/npm_cache/_cacache/tmp/git-clone-a1f55ae5/test/suite' failed

Any idea what causes this?

running npm cache clear -f does not resolve the issue
