We should update Python from 3.6 to 3.9 (which is supported by Rocky8).

Ansible 2.9 is compatible up to Python 3.8. If we go with Python 3.9 we'll have to drop support for Ansible 2.9 (which is ok if we upgradeansible.core to 2.15 #774).

From my testing, Ansible 2.9 work with an Ansible controller with python 3.9. There is nothing to do for me.
