add appveyor or azure pipeline to test, build, deploy windows wheels #12

currently

wheels have to be uploaded manually, which is a burden
travis is the only CI setup, and it is Linux, to build and deploy windows, must use appveyor or azure pipeines
also consider deploying to mac os using circle ci

Azure Pipelines is free to build, test, and deploy from GitHub. Install Azure pipelines GitHub app here.
