Also struggling with this issue, did anyone figured out where to get the Client ID

I know this is very old, but just to keep it answered, the form link is working (https://strms.net/oauth2_request).
Once requested, it will be reviewed by the SE team and in case of approved, you will receive an email with the client id, client secret and redirect URI.
