[BUG] Plugin reordering being strange #627

Bug Report Description

Plugin reordering is not currently working properly, I've opened this issue as a reminder to go investigate further so hasn't been filled in fully.

It looks like it's the same problem it was initially having where going down just selects the plugin below, without moving anything.

Expected Behaviour

When the selected plugin is moved, it should move.

SteamOS 3.5 Stable

Have you modified the read-only filesystem at any point?

Hopefully there's an opportunity here to investigate adding an alphabetization option.

For me, I noticed that the selected plugin actually changes with attempts to reorganize; in one instance I even had the selection I was trying to move jump several places downwards, so I just stopped trying :/

I'd like to note that sometimes when I select a plugin to move down the order list, and then hold down on the D-pad, I see a different plugin's name once I stop moving the plugin. This is an error I have noticed for a few months now.
