Depot: Add/Refresh collapses left sidebar

When you add a new domain or refresh the table itself, the template page collapses the sidebar (other items like adding Teams don't). When you save the newly created domain, you get the domains table with sidebar collapsed (again...others like Teams don't do this). We should be consistent with the other sections in the Depot when it comes to respecting previously expanded sidebar display.

Also happens when you refresh any of the tables. We should respect the current sidebar state on all of these behaviors, not reset it.
