This is an overarching ticket to handle message signing:

Swift background work for transaction confirmation
window.ethereum integration
Popup UI

The popup UI will need to handle, minimally:

Basic transaction info (this is a developer preview, so no need to be user-friendly)
Confirming transaction requests
Rejecting transaction requests
EIP-1559 gas fee info
