Resign button passes instead #915

Version: 0.52.2
OS: Windows 10

Issue: Selecting Play -> Resign results in a Pass instead. Unclear how to end a game by resignation from within the editor.

Steps to reproduce:

Start a new file.
(Optional) Play a few moves.
Select Play -> Resign, confirm Pass added to game tree instead.
Repeat, confirm Pass added to game tree, repeated Pass triggers scoring. (Scoring proceeds with expected behavior.)
