oml:access_policy violates property naming convention.
Rename it to accessPolicy.

Better yet, remove this property and use dc:accessRights. One of your examples shows this, why do you need a custom prop?

  oml:access_policy <http://openml.org/openml/dataset-visibility#public> ;
  dc:accessRights <http://publications.europa.eu/resource/authority/access-right/PUBLIC> ;
