Split off controlled vocabularies #23

Consider splitting off the controlled vocabularies that are now in purl.org/adms into their own, individual namespaces.

This would allow them to evolve independently of ADMS (and increase the reusability)

I'll do another attempt to contact archive.org to claim purl.org/adms, so that at least we can make changes if needed.
