In Joinup (joinup.ec.europa.eu) one of the major users of the ADMS library, it was requested that the Contact information for Collections is a mandatory property. We are implementing it on the website, however, @sandervd recommended that we open this issue here for future reference and future ADMS-AP versions.
The property in reference is the dcat:contactPoint for the dcat:Catalog where dcat=http://www.w3.org/ns/dcat#.

I will disagree with making contactPoint mandatory.
The intention is good but as a metadata author you might not be able to comply with this in some cases.
It will limit the option of using ADMS to actual publishers that own their data.
