bug - Message from a language not on bot list should go to default language and activate fallback skill

I've received a message in chinese for a multi-lingual bot (english+hebrew) where the default is english. The message was interpretted as hebrew and activated a skill other than the fallback one.

Suggestion - Maybe you could add a fallback message for such cases, which is different than the default fallback in each language.
