Certain Ramen form factors use the VRG (or ManagedCluster) portions of the reconcilers only in non-OCM setups. Such setups would not have required OCM CRDs.
In such setups DRClusterConfigReconciler can be opted out, as the ClusterClaim CRD would be absent, and the ramen-hub reconciler would not have created a DRClusterConfig resource as well.
The aim of this issue is to opt out of only the reconciler such that it does not attempt to create ClusterClaims even when a DRClusterConfig is present. For non-OCM clusters, a DRClusterConfig can still be created for storage vendors to leverage.
