Currently, our API tests only test the ResourceLink API. While HonorableMention and InnovativePolicyIdea basically do the same thing, it would be good to include tests for those in our repo as well. (This means testing the PUT/POST endpoints of the /links API where type is "honorable_mention" or "innovative_policy_idea".)
