whitelists seems to be ignored in case of "Changed" stage

The current whitelist for simulate stage (and maybe also other stages) seems to be ignored in changed jobs.

E.g. in this job, the partial model AixLib.ThermalZones.HighOrder.Validation.ASHRAE140.BaseClasses.PartialCase (which is on whitelist) is simulated, which leads to a fail of the job and pipeline. Job can be found here, and an excerpt from the log can be found here:
