[Pinned-version] Velero kubectl is pinned to tag: 1.26.14-debian-11-r6 as long as needed #119

#117 pins Velero's kubectl tag 1.26.14-debian-11-r6 until vmware-tanzu/helm-charts#550 is fixed.

Since this is an init container, it is an acceptable solution until upstream fixes the issue.

This issue is to track this fact until we can go back to the normal chart.
