How to file a helpful issue

The problem you're addressing (if any)

qvm-backup-restore tool included in qubes-core-admin-client package needs to be present in the qubes to be able to use “paranoid” backup restore mode but it's missing in the templates installed by default in the fresh Qubes OS installation:
https://forum.qubes-os.org/t/how-do-you-use-qvm-backup-restore-paranoid-mode/12221
https://forum.qubes-os.org/t/qvm-backup-restore-does-not-work-in-fedora/29904

The solution you'd like

Include qubes-core-admin-client package in the Fedora/Debian templates installed by Qubes OS installer.

The value to a user, and who that user might be

The user can use “paranoid” backup restore mode in a freshly installed Qubes OS without connecting it to the internet to install the qubes-core-admin-client package in the template.
