CLI often reports a negative ETA

Every time I've resynced, at some arbitrary point, the ETA goes from a positive number to a negative number, as shown in this screenshot. This is v3.15.0 running on Windows 10.

A more minor issue is the ETA typically goes up rather than down for me, but I assume that is harder to fix.
