• Able to create or apply with existing project (with edit flow) into a round

Acceptance Criteria

• apply button only accessible on rounds with applications
• choose existing projects if admin on them
• when click address, pulls information
• shows create an apply
• verify similar to create project flow
• should be able to pass in round id to applying in and just extend create project flow
• very similar to [DESIGN] Edit Project #8

Limitations

• maybe difficult to query project or be part of multiple proejcts
• dependent on design [DESIGN] Apply to Project / Create Project #7 and contract [FEATURE] Create Project Registry Contract #10
