As a potential voter, I want to see all the upcoming and past round, so that I can discover places where I can vote

• filter by upcoming rounds, application open, past rounds
• show closed round
• show vote
• direct to [FEATURE] Round About Page #15 page
• have a description
• make this the home page
• show which rounds are vaulted vs just suggested

Limitations

• dependent on design [DESIGN] Explore Page #4
• need to query active rounds from factory round [FEATURE] Round Factory #11 contract (maybe slow), dependent on how we expose ehlper functions on contract
