Delay on tooltip

Description

It would be nice to be able to set a delay on the tooltip as an option. After the cursor is no longer on the element, it takes the configurable delay after it disappears instead of instant. This can help in readability of the tooltip.

1. Who will use the feature?
   Tooltips that have valuable information but takes longer to read and/or are hard to find.
2. Who will not use the feature?
   Developers that are satisfied that the user has to move his cursor back on the element.Z
3. What is the developer's goal?
   Increase readability of the tooltip
