AZ-220 Microsoft Certified: Azure IoT Developer Specialty is retired

Looks like Microsoft killed this last year and it was valid for 1 year, so nobody should even have this anymore. It was consolidated into higher Azure certs and deemed not worth it to maintain by them. The cert as a whole should be removed at this point.
