Issue Description
If you scroll over a big pile you alt-clicked on, such as one by disposals, you will instantly receive a warning, followed by further scroll attempts leading to blank icons. This makes sorting big piles with alt click near impossible.
This warning was achieved when scrolling for about four seconds, without being able to reach the bottom of the list.
What did you expect to happen?
To be able to scroll up and down without warnings or "admins being informed" about my scrolling activities
What happened instead?
Actions limited and warning was sent for spamming despite that I wasn't
Why is this bad/What are the consequences?
Admins getting false reports (not that said reports are useful anyway, the system is archaic) and getting punished for spam, despite not doing so is fairly bad.
Steps to reproduce the issue.
Have standard permissions like a normal player: Not admin, mentor, developer, or any other role that will ignore this limit.
Find a decent sized pile of loot. Such as a disposals pile after an hour into a round.
Alt click the tile.
In the following list, attempt to scroll down to reach the end. You will be warned halfway down and icons will stop appearing.
When did the problem start happening?
I have no idea. Probably since new TGUI chat was implemented

I got this as an assistant, meta station, maintenance disposals tile, round ID: 42932
I assume the icons going blank is related to the warning and your actions being limited, but these could be a separate issue.
