Once emptied the game still seems to think that the pyrotechnical chemical canisters are full, when they are not
I expected the canister to be fillable.
Canister was not fillable as it was "full". That is a lie.
An already unused game mechanic now has even less reason to be used.
Fill a pyro chemical canister with a reagent, use a (in my case extened) chemical flamethrower, empty it, cannot refill canister, kill yourself

Issue Description

I expected the canister to be fillable.
What happened instead?
Canister was not fillable as it was "full". That is a lie.
Why is this bad/What are the consequences?
An already unused game mechanic now has even less reason to be used.
