Use Hardhat Ignition in downloaded Hardhat development package #349

hardhat-toolbox v5 uses Hardhat Ignition by default, but Wizard currently only generates sample Hardhat projects with scripts.

If the contract is not upgradeable, change the default example to use Hardhat Ignition instead of a script.
