Where are the release notes for the Octopus.Client?

I'm trying to track down an issue with an application we created around the Octopus.Client. The application until recently, was using an older version of the client with an equally old version of .NET. So the application was modernized, and the Octopus.Client was updated to 14.3.1646. The application has not worked properly since. I'm not saying it's the Octopus.Client causing the problem, but it's hard to know what has changed in the Octopus.Client without release notes. I see there's an updated version, 14.3.1863, but I'm hesitant to upgrade until 1) I understand whether the Octopus Client is causing the problem with our application and/or 2) I can better understand the changes between 14.3.1646 and 14.3.1863 to help ensure that I won't be introducing any further problems into my application.
