[FEATURE] Trigger an http request when inventory is run

To allow tierce party to be notify when an inventory is udpated or created:

User can set an http url on the server to be notify with the hardware id of the new or updated inventory.
The server can post to this url when an inventory was processed on the server and allow to be more in real time and avoid to crawl all OCS data from the web api.
