proposed branch and regression testing for noresm2.1 release

@kjetilaas @rosiealice @mvdebolskiy - The current proposed tag for the noresm2.1 release is - release-clm5.0.14-Nor_v1.0.4.
I'd like to add some noresm specific release tests to this. So I'll be creating a new branch noresm2_1_develop that will contain any changes.
What tests/resolutions for I compsets should go in here.

Is this for testing with FATES?

@mvdebolskiy - no this is simply to ensure that I compsets can be run out of the noresm2.1 release. On the other hand - maybe this is not important to do that at this point and can be deferred to the noresm2.3 release. I just thought I'd ask. Since there was no regression testing done as part of the noresm2.0 release - I'm adding a handful of regressions tests for noresm2.1 and wanted feedback on if we wanted any specifically for ctsm in that release.
