Started to look at modifying the time period in the cost per unit method for calculating metrics. It's a little bigger effort then I was thinking so creating new issue for it. Will tag work in progress with issue number

Pulling this issue out of the Custom NEB/KPI/KPM epic and closing the epic. This issue can standalone outside the epic as an enhancement
