What new functionality do you need?

To test more features, update interval: 0 -> 6 in ci/cases/pr/C48mx500_3DVarAOWCDA.yaml

To do this we need more obs staged @guillaumevernieres

What are the requirements for the new functionality?

Test gfs forecast in 3DVarAOWCDA tests

Acceptance Criteria

Successful completion of C48mx500_3DVarAOWCDA on hera with gfs_cyc=4

@aerorahul will work on enabling the AOWCDA test w/o gfs cycles on WCOSS in Sprint 17 (Sep '24)
