add a GRIB1 sample file to the g2 FTP site, and use it for tests

@Hang-Lei-NOAA do you know where I could get a GRIB1 file that w3emc can use for testing?

It would be great if we had one or a few GRIB1 files for testing. We don't want to spend a lot of time testing GRIB1 code, but if we spent just a few minutes every time we saw where it is still used, we could make quite an impact.

@Hang-Lei-NOAA or @GeorgeVandenberghe-NOAA can you identify a GRIB1 file anywhere at NOAA that is still relevant?

This can be find out from the GFS/global workflow model run. I will start a case and search some grib1 files for the test.
