Removing all traces of berkeley branch in CI and Codebase.

Steps:

Remove berkeley reference from various docs and guides #16311 - remove berkeley from docs
Use devnet packages by default when promoting #16312 - remove berkeley from promotion jobs
replace berkeley-lightnet package with devnet-lightnet #16313 - lightnet package (berkeley -> devnet)
use devnet dockers in integration tests #16314 - integration tests
Use devnet packages in connectivity tests. Do not connect to berkeley network #16315 - connectivity tests
use devnet packages in compatibility tests #16316 - compatibility tests
